Florida Clerk of the Courts Consortium (CCOC)

Guardianship data was spread across 67 separate county systems with no shared infrastructure. Courts had no practical way to measure guardian compliance with state statutes or evaluate performance across district lines. The absence of a central system created oversight gaps and compliance risks for vulnerable Floridians under guardianship. CCOC launched this project in response to Florida Statute 744.2112, which mandates greater transparency and oversight in guardianship proceedings.

Cloud Navigator worked with CCOC and key stakeholders — including the judiciary, court staff, legislators, and the Department of Elder Affairs’ Office of Public and Professional Guardians (OPPG) — to design and build the Florida Guardianship Database Transparency (FLGDT) System. The system consolidates guardianship data from all 67 counties into a single, secure platform. It supports authorized personnel with a web-based interface, advanced search, and statutory reporting tools. A public-facing layer provides transparency without compromising data integrity.

Cloud Navigator delivered a secure, regulatory-compliant platform that replaced 67 fragmented systems with a single source of truth. Authorized court personnel can now track guardian performance, run required statutory reports, and monitor compliance statewide. The public can access guardianship data through a searchable interface — meeting the transparency requirements of Florida Statute 744.2112.
